Finland's Fennica Gaming poised for Global Acceleration as monopoly set to end in 2027

Veikkaus’s B2B offshoot leverages IP, iGaming platform tools and compliance-ready, regulated frameworks for international growth

London - June 23rd, 2025 - Fennica Gaming, the B2B subsidiary of Finnish national lottery Veikkaus, is accelerating its international growth strategy ahead of Finland’s planned gambling market deregulation in 2027. Fully owned by Veikkaus, but now operating with independent leadership and a standalone business model, Fennica is repositioning itself as a global provider of regulated gaming content and platform services.


Founded in 2022 to commercialise Veikkaus’ internal content and IP, Fennica Gaming is already live in 15 global markets having secured licences in the likes of Sweden, Ontario, Greece, UAE, with additional deals in progress. The company’s games portfolio—drawn from Finland’s most-played game titles—includes hits such as NorthernJack, Wobblybobs, ChirpAmore and Chercheur dOr, which have already demonstrated strong traction in different markets.

“Fennica was born to scale,” Reuter said in an exclusive interview with GamblingIQ magazine. “We’ve been market leaders in Finland for years, but international B2B was always the next chapter. With de-regulation on the horizon, now is the time to accelerate with our professional team of Fennicans.”


To support the transition, Fennica has expanded its development structure, consolidating its content production studio into a unified entity of 50 developers. In March 2025, Veikkaus finalised the internal transfer of its game development assets—including its proprietary RGS and 100+ proprietary game titles—to Fennica’s commercial unit.


Fennica is also launching what it describes as “entertainment-driven game frameworks,” inspired by Finland’s distinctive cultural and design sensibility. These include partnerships with third-party studios with strong backgrounds also at renowned gaming studios such as Rovio Entertainment (creator of Angry Birds) and wider Tech hub based developers.  


To guide its expansion, Fennica’s Board of Directors has enlisted Simon Hammon—former CEO of Relax Gaming and NetEnt—as a strategic advisor. Hammon’s remit includes portfolio management, product alignment and partner development in Europe and North America.


Fennica has also partnered with IGT to launch its Video Lottery Terminal (VLT) content in Sweden, where its titles now run on around 4,000 terminals. Also, collaborations with many aggregation platform providing suppliers are securing the future expansion of Fennica. Across all verticals, the company places a strong emphasis on regulation and IP protection, holding over 100 trademarks and nearly 200 certifications across global markets.


As Finland moves towards deregulation and ends Veikkaus’ monopoly, Fennica is emerging as a model of transition—pivoting from internal asset holder to outward-facing games supplier. With distribution deals, a growing B2B network, and export-ready IP, the company aims to position itself as a premium “Games as a Service” provider in regulated markets worldwide.
